Resolution No. 777 of the Ministry of Health

Resolution No. 777 of the Ministry of Health was published on September 17th in the Official Gazette, which provides that the measures established in Exempt Resolution No. 591 of the MINSAL will remain in force, with the exceptions set forth in this resolution, which will be only be applicable on September 17, 18, 19 and 20, as the case may be. According to the latter, firstly, the resolution establishes that during September 18, 19 and 20 the measure of curfew will be in force between 9:00 p.m. and 5:00 a.m.

Secondly, the resolution orders that a sanitary cord is established around the Metropolitan Region of Santiago, the urban zone of the Gran Concepcion in the Region of the Biobío, the Gran Valparaíso in the Region of Valparaíso and the area comprised by the urban area of the communes of Temuco and Padre de las Casas in the Region of Araucanía, which implies that the entrance and exit of these areas is prohibited from as of 6.00 pm on September 17 until 11.00 pm on September 20. In this regard, it should be added that the resolution establishes that only those persons in possession of a travel permit (salvoconducto) may cross the sanitary cords.

Thirdly, the resolution forbids to travel between different regions as of 6:00 p.m. on September 17 until 11:00 p.m. on September 20.  Additionally, the resolution forbids to carry out or participate in social events such as fondas, parties and, in general, any social and recreational event or activity throughout the country, regardless of the stage in which the commune is located, measure that will be in force as of 05:00 am on September 17 and will last until 05:00 am on September 21. Any non-habitual summons, either public or private, on a determined place and time, which produces concentration of people shall be understood as an event. 

Notwithstanding the above, the resolution establishes that social and recreational events or activities will be allowed in private residences located in communes in Step 2, 3 and 4, with a maximum capacity of 5 people in addition to the usual residents. Likewise, the resolution establishes that social and recreational events or activities will be allowed in open places of free access to the public that are located in communes in Step 2, 3 and 4, whose maximum capacity will be 10 people. This measure will be in force from 5:00 a.m. on September 18 and will last until 9:00 p.m. on September 20.

Regarding the above, the resolution establishes that all those persons who reside in communes that are in Step 2 or persons who reside in communes in Step 3 or 4 and who require to move to communes in Step 2, must obtain a permit, which will have a duration of 6 hours and can be used only once during the 18th, 19th or 20th of September. Finally, the resolution provides that the health authority may authorize official State activities, providing the health measures that these must comply.
